    首先,作为中国驻缅甸联邦共和国大使,我愿通过天网电视台向电视观众和缅甸人民致以亲切的问候和良好的祝愿,MINGALABAR(编者按:缅语中为“大家好”的意思)。

    我对担任中国驻缅甸大使感到十分荣幸,因为中缅是亲密友好邻邦,两国人民有着深厚的胞波情谊。建交65年来,无论国际风云如何变幻,无论我们两国国内发生什么变化,中缅友好永不改变,两国关系始终保持良好发展。

    2010年缅甸启动国家转型后,中缅关系面临新的形势。2011年,吴登盛总统阁下对中国进行成功的国事访问,中缅建立全面战略合作伙伴关系。这标志着中缅友好合作迈上了新台阶,在两国关系史上具有重要里程碑意义。近年来,中缅两国高层交往频繁,政党交流日益增多,两军交流十分活跃,各领域合作成效显著,中国已成为缅甸最大贸易伙伴、最大外资来源国。中缅友好合作正为缅甸经济社会发展、人民生活改善做出越来越突出的贡献。

    回顾中缅关系65年的历程,我们两国关系之所以取得良好发展,是由于中缅始终坚持两国共同倡导的和平共处五项原则。我们相互尊重,相互理解,相互帮助,相互支持。

    所谓相互尊重,就是指我们尊重对方主权和领土完整,尊重对方国家的实际国情和人民意愿。所谓相互理解,就是指中缅始终本着友好的精神,妥善处理两国关系发展进程中遇到的困难和挑战。所谓相互帮助,就是指在对方遭遇重大灾害和困难时,我们总是根据对方的需求伸出援手,患难见真情。所谓相互支持,就是指我们支持对方坚持走符合自身国情的发展道路,反对外部势力干涉内部事务。中国支持缅甸为促进国家稳定、民族和解、经济发展、民生改善所做出的不懈努力。

    缅甸启动国家转型5年来,在对内改革、对外开放等方面实施了一系列新的举措,得到了缅甸人民和国际社会的普遍肯定和赞誉。中国于1978年开始推行改革开放,37年来,中国取得举世瞩目的发展成就。中国的经验表明,在国家转型的过程中,必须处理好稳定、改革、发展三者之间的关系。没有稳定,国家进步就失去基础;没有改革,国家进步就失去动力;没有发展,国家进步就失去方向和目标,人民对美好生活的愿望就不会实现。

    缅甸即将迎来大选,这是缅甸国家转型进程中的一件大事。作为友好邻邦和胞波兄弟,我们相信缅甸有能力举行一次顺利成功的大选,我们希望这次大选能有利于促进缅甸国家转型平稳向前推进,我们期待缅甸各党派在民主竞争的同时能本着包容合作的精神妥善处理共同面对的困难和挑战,我们呼吁任何外部势力不要干涉选举进程,国际社会应为缅甸国家转型营造良好的外部环境。

    最后,我要衷心祝福缅甸人民,祝愿缅甸迎来一个更加美好的未来,这也是我们推进中缅友好合作所追求的目标。谢谢大家!Kyeizu tin bade!(编者按:缅语中为“谢谢大家”)

    As the Chinese Ambassador to the Republic of the Union of Myanmar, I am pleased to convey my cordial greetings and best wishes to the audiences of Skynet and through Skynet to all the people in Myanmar. MINGALABAR!
    I am honored to be appointed as the new Chinese Ambassador to Myanmar. China and Myanmar are close and friendly neighbors enjoying a deep traditional Pauk-phaw friendship between the two peoples. Since the establishment of diplomatic relations 65 years ago, regardless of how the international landscape and our respective domestic situations have changed, China-Myanmar friendship has never changed and our bilateral relations have maintained sound development.
    The start of Myanmar’s transition in 2010 has found China-Myanmar relations in new circumstances. In 2011, Myanmar President H.E. U Thein Sein paid a successful state visit to China, and the two countries established the comprehensive strategic partnership, which symbolized a new level of China-Myanmar cooperation and a landmark in the history of China-Myanmar relations.
    In recent years, our two countries have maintained regular high level exchanges, active military contacts, more interactions between the political parties, and burgeoning cooperation on all fronts. China has become the largest trading partner and foreign investor for Myanmar. China-Myanmar friendly cooperation is now making outstanding contribution to Myanmar’s economic and social development and improvement of people’s lives.
    In retrospect of the 65 years of China-Myanmar relations, such good development of our relations should be attributed to our shared commitment to the five principles of peaceful co-existence, which we had jointly initiated. We have always respected each other, understood each other, helped and supported each other.
    Mutual respect means we respect each other's sovereignty and territorial integrity, as well as the actual conditions of the country and people's will. Mutual understanding means we handle the difficulties and challenges encountered in the process of developing our relations in the spirit of friendship. Mutual help means we offer a helping hand in times of need resulting from large-scale disasters and other difficulties. A friend in need is a friend indeed. Mutual support means we support each other in taking a path of development suited to our national conditions, and oppose interference by any external forces in our internal affairs. China supports Myanmar in its sustained efforts to promote stability, national reconciliation, economic development, and improvement of people’s lives.
    In the past five years of transition, Myanmar has introduced a series of new policies in internal reform and opening up to the outside world, which was well received both among the Myanmar people and the international community. China began the reform and opening-up in 1978 and achieved widely acclaimed success in the past 37 years. Chinese experience shows that one crucial aspect of any transition is to strike a proper balance among stability, reform and development. Without stability, the very foundation for a nation’s progress will be eroded; Without reform, there will be no driving force for progress; Without development, the sense of direction and purpose would be lost, and the people’s aspiration for better life will not be realized.
    Myanmar will hold its general election in the coming days. This is a major event in the country’s transition. As a friendly neighbor and Pauk-phaw brother, we believe that Myanmar is capable of holding a successful election, and we hope that the election will push forward Myanmar’s transition steadfastly. We hope to see all political parties compete in the spirit of democracy, and at the same time, cope with their common difficulties and challenges through inclusive cooperation. We appeal to outside countries to refrain from interfering in Myanmar’s general election, and work together to create a favorable environment for Myanmar’s transition.
    Lastly, my best wishes go to the Myanmar people. I wish Myanmar a better future in the coming years, which is also an objective in pushing forward China-Myanmar friendly cooperation. Thank you. Kyei zu tin ba de!
