3月7日下午，国务委员兼外交部长王毅就“中国的外交政策和对外关系”回答中外记者提问。

澎湃新闻记者提问，中国曾表示，缅甸当前局势是缅甸内政。目前，缅甸军方接管政权宣布国家进入紧急状态已经一个多月了，请问中方立场是否有所改变？另外中方曾表示，愿意同东盟国家一起为缓和缅甸紧张局势发挥建设性作用，请问中方下一步将就此问题采取哪些措施？谢谢。

王毅回应道，对于缅甸局势，我愿提出中方三点主张：

第一，和平稳定是国家发展的前提。希望缅甸各方保持冷静克制，从缅甸人民的根本利益出发，坚持通过对话协商，在宪法和法律框架下解决矛盾分歧，继续推进国内民主转型进程。当务之急是防止发生新的流血冲突，尽快实现局势缓和降温。

第二，缅甸是东盟大家庭成员，中方支持东盟秉持不干涉内政和协商一致原则，以“东盟方式”从中斡旋调停，寻求共识。中方也愿在尊重缅甸主权和人民意愿基础上，同各方接触沟通，为缓和紧张局势发挥建设性作用。

第三，缅甸与中国是山水相连的“胞波”兄弟，是同甘共苦的命运共同体。中国对缅友好政策面向全体缅甸人民。中方同缅甸各党各派，包括民盟，都有着长期友好交往，对华友好也始终是缅甸各界的共识。不管缅甸局势怎么变化，中国推动中缅关系的决心不会动摇，中国促进中缅友好合作的方向也不会改变。

Wang Yi talked about the situation in Myanmar: China is willing to play a constructive role in easing the tension.  Wang Yi said that with regard to the situation in Myanmar, I would like to make three Chinese propositions:

First, peace and stability are a prerequisite for national development.  It is hoped that all parties in Myanmar will maintain calmness and restraint, proceed from the fundamental interests of the Myanmar people, insist on resolving contradictions and differences under the constitution and legal framework through dialogue and consultation, and continue to advance the process of domestic democratic transformation.  The top priority is to prevent new bloody conflicts from occurring and to achieve a easing and cooling of the situation as soon as possible.

Second, Myanmar is a member of the ASEAN family. China supports ASEAN in adhering to the principle of non-interference in internal affairs and consensus through consultation, mediating and seeking consensus in the “ASEAN way”.  China is also willing to contact and communicate with all parties on the basis of respecting Myanmar's sovereignty and the will of the people, so as to play a constructive role in easing tensions.

Thirdly, Myanmar and China are "Pauk Paw" brothers linked by mountains and rivers, and they are a community of shared destiny.  China's friendly policy towards Myanmar is open to all the people of Myanmar.  China has long-term friendly exchanges with all parties and factions in Myanmar, including the Democratic League, and friendship with China has always been the consensus of all sectors in Myanmar.  No matter how the situation in Myanmar changes, China's determination to promote China-Myanmar relations will not waver, nor will the direction of promoting friendly cooperation change.
